Title
Authorizing the Committee on Parks, Recreation and Cultural Affairs committee to hold hearings on ensuring Recreation Centers have the full complement of staff needed to respond to the diverse challenges of Philadelphia neighborhoods.
 
Body
WHEREAS, Decades of disinvestment and underfunding leave many recreation centers lacking adequate resources and services needed to create a safe, nurturing, and inclusive environment for all members of the community; and
 
WHEREAS. Fully staffed and funded recreation centers can serve as the lynchpin for community transformation; and
 
WHEREAS,  Recreation Centers can be equipped and staffed  to serve as community hubs and systems to address trauma, mental health, and at-risk youths all within a safe and nurturing environment; and
 
WHEREAS, Social workers can provide their community with counseling and guidance, help at-risk youth, and be a bridge between communities and external and internal services; and
 
WHEREAS, Recreational therapists can assist with both physical and mental health by facilitating physical activity, social interaction, and community building; and
 
WHEREAS, Municipal guards will make sure that the recreation centers and parks are safe environments for everyone and assist with avoiding and resolving conflict; and
 
WHEREAS. Through holistic community-facing policy can the City of Philadelphia adequately create a safe environment in our parks with recreation centers that have the resources to assist children, youth, and all members of the community, thus, City Council authorizes the Committee on Parks, Recreation and Cultural Affairs committee to hold hearings to ensure Recreation Centers are equipped to respond to the diverse challenges of Philadelphia neighborhoods; now, therefore, be it
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That it hereby authorizes the Committee on Parks, Recreation and Cultural Affairs committee to hold hearings on ensuring Recreation Centers have the full complement of staff needed to respond to the diverse challenges of Philadelphia neighborhoods.
